
Arthur has been in private practice since 1975, and litigated a broad range of civil matters, including real estate and commercial claims, shareholder and partnership disputes, will contests, personal injury, medical and legal malpractice claims.
Born in New York City, Arthur has lived in the D.C. metropolitan area since 1972. Arthur was given early admittance to Phi Beta Kappa in 1971 and graduated magna cum laude from Colgate University in 1972. He received his law degree from Georgetown University in 1975. While attending law school, he represented servicemen in hearings at the Pentagon before the Army and Air Force Discharge Review Boards. In 1977, he received clinical training at the National Institute of Trial Advocacy in the District of Columbia.
After graduating from Georgetown, Arthur assisted in representing John Erlichman, Assistant to President Nixon, in federal criminal and civil cases arising from Mr. Erlichman’s involvement in the “Watergate Affair” and an engineering firm before the Nuclear Regulatory Commission in connection with its work at Three Mile Island. Before joining Brincefield, Hartnett & Kahn in 2004, Arthur headed up the litigation departments of two other firms.
Arthur is admitted to practice law in the Commonwealth of Virginia, the District of Columbia, and Maryland. He also is admitted to the United States District Court for the District of Columbia, the United States Circuit Court for the District of Columbia, the United States District Court for the District of Maryland, and the United States Circuit Court for the Fourth Circuit.
